Windows doesn't seem to be accepting parameters to the .exe

I am trying to +set com_basegame and +set fs_game, but ioquake3_x86.exe keeps telling me I need to go buy a CD with pak0.pk3, even though I’m not trying to run the baseq3 at all. In fact, I did this exact same thing on Linux and it works great! I’ve tried +set sv_pure 0.

Is anybody aware of an issue with com_basegame on the Windows executable of the ioquake3 engine?
