Can't Load pak0

Trying to get q3 running on the ioquake engine. I copied the pak0.pk3 file from my original quake 3 cd-rom to the baseq3 folder. When I try running ioquake3.x86_64.exe it says pak0.pk3 is missing. Any ideas what I’m doing wrong? Here is the console log:

Check that you copied pak0.pk3 to the correct directory (in this cases, C:\Program Files (x86)\ioquake3\baseq3).

In Windows Explorer look at File Proprieties of pak0 to verify that it is named “pak0.pk3” and not “pak0.pk3.pk3” or something (Windows may hide extension). This should only be an issue if you manually renamed it.

The pak0.pk3 file permissions may not have read access but I think this rarely happens on Windows.
